I think it works like this:
If it's built post 1989, it needs to differ in performance or styling from the local alternative. Or it needs to be a specialty vehicle. And then the importer needs to put it through all the ADR tests, so there needs to be the demand to cover all of this.
They did it back in 1998 with the S15 datsun 200SX, and demand was so high that datsun actually started importing them, effectively shutting off the eligibilty of the grey imports.
In other words, yeah I reckon the rules are pulled out of a hat.
Hopefully VAG AU pulls their head out of their collective arses and realises australia needs the scirrocco.
I guess they can take their time, however, I won't be able to afford one for a very long time. and i'd probably have a TT anyway haha..

So if it's post '89 it
needs to be modified to be imported, but if it's pre '89 it
absolutely must be bone stock??!!??

no no, must be stock standard, but what i mean to say is there mustn't be something similar already offered offeicially on the aussie market.
for example, the scirroco is eligible because, although it is mechanically similar to the Golf, it has a very different, unique body. whereas, a golf GTI is not elgible because VW AU already sells it.
On the other hand, you can get grey imports of the last gen Civic Type R, because the power is significantly more than the local Civic, but you would not be able to get approval for an ordinary Civic.
I'm not sure how standard pre 88 cars need to be, I thought they were a bit more leniant on mods? Infact I thought they'd let anything in, built post 88, aslong as the refrigerant was changed?
